Flatpaks which are not verified do not show up in your Linux Mint Software app by default!
You can generally use the flatpak search <yourapp> within the terminal to find the proper app!
For gamescope and Lutris you can also just type:
flatpak install net.lutris.Lutris org.freedesktop.Platform.VulkanLayer.gamescope
If it asks for which version of gamescope, 24.08 should work out nicely!

I can see that you are running a GTX 1660 Ti from the logs (funnily enough I had the very same card when I started out-)
I am not a pro by any means so there may be a way but from my personal experience using tools like Gamescope or Mangohud doesn't play nice with Nvidias proprietary drivers...
As you are trying to run the game fullscreen with a custom resolution, I can't think of any other tool than gamescope to use either...
I apologize for the lackluster response, perhaps someone else has a better idea on what to do now :(
Could be an older Gamescope version on Rocky Linux that isn't as reliant on Wayland libraries perhaps...
As far as I know gamescope creates an virtual window that may be running under Wayland. Nvidia cards up to a certain driver hate Wayland and may thus not support it properly.
Have you been able to find a remedy of any kind?
