Wayland is still experimental in Cinnamon. I will advice to try to get that running in X11.

use Tuxedo OS. if you need Wayland running properly.

if you're just running one monitor on Mint, then X is fine. you can set a custom refresh rate IF you have the correct drivers for gpu installed. Check using inxi -Gxx command

note X does NOT support differing refresh rates across multiple monitors.
