Problem:
The Original Problem in this post was removing Oibaf Drivers. Doing so usinging the method described by oibaf would cause the system to only boot to terminal and be unable to load the desktop environment.
Solution:
I finally found a workaround. I installed the new graphics drivers first then PPA Purged the Oibaif PPA. If you Purge first then install after I suspect PPA purge is deleting things that are prerequisites for the new driver stack, which is what was causing me to only be able to boot to the terminal. While I switched from The oibaif ppa to Kisak's ppa, I suspect that installing amd's proprietary drivers or using the default Ubuntu ones would have worked as well if you find yourself ina similar situation.
