How can I shift the panel from the bottom to the top?

else you can add a new one and remove the one at the bottom

Yes.

Click Panel - Panel preferences.
Uncheck "lock panel" in general tab.
You should see handles at both sides of the panel, grab one of them and move it up.
Then re-check "lock panel" in preferences
