are you trying to save a program shortcut?
cuz it wont work with files, such as what is in 'recent files' only programs
if this is some unusual program you installed somehow, then please provide more info
yeah
it's a shortcut to a .py application called zim
so the applet that handles the pinnable apps and the open running tasks is called the "grouped window list" It only works with registered applications. (same as applications that show up in categories of the start menu)
go to the "Download" tab in applets
and get some applet called Quicklaunch or launcher
then u add it to panel, put panel in edit mode, drag it to where you want it, then can make a custom launcher for your py path

app launcher should be fine
be sure to head back to the manage tab to activate it. (and possibly check its config button)
if you can find your application on the start menu, drag it from there and drop it on the panel where other pinned apps are.

yes but it's a custom shortcut I made
hence why I said desktop shortcut
try to open it from there and pin the open app (if you right click on its instance on the panel you'll get an option for that) to see if it works, otherwise go with other proposed solutions.
it's a python file so, no basically
there was an app launcher I installed but it's more like this little side thing instead of an addition to the window manager
look for 'classic launchers' applet

ok, you can place it at ~/.local/share/applications and it'll appear on the menu
from the menu you can drop it on the panel
must be a true .desktop file following the convention of the others

then the desktop files are not well formatted likely, how did you make them?
