How does Mint development work?

So, given I just now had a few mediocre experiences with bits of Nemo, I would like to go and contribute to fix them. How do I do that? Is there a forum somewhere for developers?

I have reported my issues, but noone has really taken interest

But since they're pretty simple, it seems easier that I just go fix them myself

Well, I would prefer to talk to a developer of some kind first, so they can point me in the right direction. Because I haven't actually understood how the Mint codebase is structured yet, and I don't know where the things I want to modify are

Or, like, how to even go about testing a desktop environment you are actively working on.
