There isn't any problem to solve basically hard drives are slow and newer software isn't optimized for running from a hard drive when 99% of machines have moved on to ssd.

#

Thusly machines which still use HD are not only going to be slower they are apt to be slower than when they first came out

#

Kind of like having slow DSL not only sucks it sucks more than the era in which this was common

You might consider a cheap ssd

I would stay away from used models and also had kind of bad luck with samsungs myself

I disabled some services in the terminal, but then re-enabled them (because I didn't notice a big difference), shouldn't there be any problem doing that?

it depends on what you disabled

#

some things would be delitorious but not immediately so

#

If you don't understand what effect disabling something would have don't do it

#

If you read and understand what something does AND you don't want it then disable it

#

does your system support suspend to ram?

#

have you considered suspending it when possible instead of shutting it down to avoid having to boot it?

#

the best boot up time is zero seconds because you didn't have to do it

Suspend was basically invented for laptops. Try closing the lid and see what happens.
