Whenever my brother play in steam using windows i hop to also play another game and it will always say "stream" not "play" when i want to play, we use the same account
Is that an issue or a feature

Then you'd need to own the game twice either way.

afaik, for every player you want to be able to play at the same time, you need a separate copy of the game.

I use family sharing and it works very nicely
