As I understand, window manager is a component that lets the system draw and display program windows, and maybe some simple way to start programs, nothing else. Very light, but not much quality of life (unless you add them yourself later).
Desktop environment is a window manager with added niceties, like start menu, system tray, settings app, etc.
desktop environment contains the window manager to draw the areas called windows. Plus contains all the other services n goodies built-in for a good easy experience.

very true. Unless the distro maker set up the window manager in a good way already to include all handy things. (like in MX Fluxbox, or in AntiX linux with IceWM, or Puppy Linux with JWM)
