i was following a steam tutorial on how to optimize linux mint and somehow i fucked up the config, causing the driver to bug out and prevent startups. i also tried deleting the config, but linux says the file doesn’t exist. fix?

That guide contains a lot of things, most of which are for Arch and will break Mint.
For starters, please share the output of inxi -Gxxxz, so we can get an idea what your graphics stack looks like.

That guide is outdated and will do more harm than good. I have no idea what you did, so also no idea how to undo it.
You have dual graphics, an Intel iGPU and an nvidia dGPU. Both should have drivers, so Mint can switch between them. This is done with a tool in the tray area, bottom right of your desktop. However, your iGPU has no driver loaded as per that inxi check, which is unusual.
What does it say if you open Driver Manager?

If your changes broke your desktop, you can Timeshift back to a working version or reinstall. Tinkering around is not a sensible use of your time.
