yeah, you can install linux to external drives
will it be smooth enough for normal use

it is better to use an external usb 3 ssd as that would be much faster

Linux could run from a sd-card as long as your bios/uefi supports it, same for usb.
With slower memory and/or interface it could stutter a bit though, especially with the page file on the same drive.
flash cards and usb flash not recommended. it writes slower than hard drives, and wears out MUCH faster.
and an operating system writes thousands of cache files each n every day in regular use. (especially using the web)
an internal or external rotational hard drive is much more acceptable.

Curiously, I was thinking about the same thing today
I have a 2TB thumb drive I was thinking of partitioning and installing Linux on it
So, does this mean its not recommended to do this? I have used this drive for storage for a while now and it hasn't given any issues so far

don't. Buy a usb-SSD or usb-m.2 enclosure plus m.2 nvme or sata drive.

above is a 2242 (22mm x 42mm) nvme m.2 drive, this plus the sanpyl brand case above for $16 will be a much better option, for less than $60 pre-tax
