I would like to be able to connect my quest 2 through link cable to my pc and play rumble/no man's sky on Steam VR. Right now I am currently stuck on setting the default OpenXR runtime, but I don't even know if it will work after setting it... I'm new to linux as a whole and would be ecstatic to hear that VR is possible, but if not then I understand.

I have never used VR, so I can only tell you what I heard: Steam handles VR for you, so check their FAQ about it and follow their instructions. I have heard of people doing VR on Linux fine. For the actual games in question, always check ProtonDB for compatibility and tinkering advice if needed: https://www.protondb.com

Notes about this: As Mint users you are on Ubuntu, so you need to use the .deb package download from their website. And at the end, you also need the workaround, and select the X11 version. Wayland support is still experimental and a bit wonky on Mint.
We both have already installed steam but the VR headset is still not getting detected. The game has VR support but not even SteamVR is running as of now due to the hardware not getting detected in the first place.
