from a live usb. you can't from an installed system unless it's an external drive
2 GB for EFI!
only need 100 to 200 MB!
boot a live usb with Mint or gparted-live OS
use the gparted program to extend or move partitions, and shrink. As well as format unallocated space.
help yourself by not having 2 GB for ESP
First time I'm using Linux seriously (only played with arch on a old laptop)
Thought having more is better than nothing
Is it that bad having much space of the EFI?

I now have more than 800 gb on my main partition, and yes <500mb for the efi
