How come are you certain that TLP causes the power management to misreport?

I don't think so, but alternatively, you can check autocpufreq

Linux have certain problems with CPU scaling, which causes fluctuations in power consumption iirc

So, autocpufreq regulates the CPU freq in order to manage the power consumption

fancontrol might be that utility

You can install it by running sudo apt install fancontrol

There's guides online to configure fancontrol since it's pretty much on the terminal for the most part

Is it that your fans don't run or they're running loudly?

Check your thermals perhaps. Fans just don't go brr for nothing.

sudo apt install lm-sensors

then run sensors in the terminal
