It does, I recently found out you can apply background-blur in cinnamon.css
Here's how I did it .panel-top, .panel-bottom, .panel-left, .panel-right { color: #ffffff; border: none; background-color: rgba(0, 0, 0, 0); background-blur: 5px; font-size: 1em; padding: 0px; }
It seems to be some sort of box blur so it doesn't look the greatest against text and it is pretty laggy on old systems
