Hello! I am a linux newbie and I've been having the same problem since install... No matter what I've tried and seen (im sure its quite limited as my brain is low on capacity by now) , I cannot reach my end goal , WHICH IS TO SUSPEND MY LAPTOP INSTEAD OF CONSTANTLY SHUTTING DOWN. I am rocking an Nvidia card with proprietary driver 545 and the OS is installed on a A5-K1 Clevo barebone.

what options come up in the dialog box when you click the Shutdown icon from the start menu?
also ensure Fast Startup is off in Windows. it causes lots of problems.
I did ensure it is off... After shutdown , I have the usual.
a.k.a shutdown , cancel , suspend and restart
What does it do when you tell it to suspend? Nothing? Suspend and wake up again immediately? Burst into song?
My bad for not providing info. Looks like it powers on (?) although nothing is shown on the display itself
the interesting thing is that i installed kde in lm, tried to put it to sleep mode and the laptop was trying to shut itself off but couldnt and instead was just redirecting itself to the lock screen
i have uninstalled kde and now i am running stock cinnamon

Installing a completely different DE will alter the system, to the point where it breaks functionality. If you have a Timeshift snapshot from before the breaking change, you could roll back to that. But if this is a broken install, your solution is to create a non-broken install.
Tu suspend something you need to store your session in RAM, or to hibernate you need to store your session in your SWAP. Maybe you don't have enough RAM?
On second thought, that doesn't make sense since your session lives in RAM even when it isn't suspended
i have 16 gigs , although no swap partition
My guess is something got changed in the BIOS. regarding the CPU sleep state. (C-0, C-1, etc) check up on that.
