Ok, you are asking why the file-open dialogue does not have the icon zoom. Sadly, it simply is not implemented. You could make a feature suggestion on the issue tracker. I am not even sure if that dialogue uses Nemo, or something independent.

If that is important to you, right now I know of no way to get this in Cinnamon. KDE Plasma might have it. Or there could be some plug-in, but I doubt it a little.

Plasma shows a side-pane preview of the small icons in a file picker window (if they're images)
