How to send feedback or issues to Linux mint's developers?

Today, I upgraded Mint 21.3 and test Cinnamon on Wayland. I found some glitches with an external monitor plugged in.

I want to report this to the developers, but how. I always wonder how to report bugs to Mint team.

1. How to decide if an issue should be reported to Ubuntu team or Mint team?
2. Should I report it with opening a new thread in https://forums.linuxmint.com/ ?
3. Should I sign up https://community.linuxmint.com ?
4. Is there an easy way to report bugs as openning a new issue on github?
