i started the upgrade to 21.3 but its very slow (30kB/s)
main (victoria) mirror is US, base (jammy) is UK, im from central europe
can i cancel the download, change mirrors to local ones and resume the upgrade?

I noticed this too. I canceled mine and changed mirrors to the fastest speed listed in the mirror lists. Then I just ran sudo nano /etc/apt/sources.list.d/official-package-repositories.list and replaced 'victoria' with 'virginia' and ran sudo apt update && sudo apt full-upgrade -y
