I have not tampered with the locking apps or anything this is how it "locks" by default

How did you install it? Just put it on top of another DE, or installed an Xfce-flavoured distro?

If it is the former, I suspect your login manager is confused and may need switching or configuring.

As you learned, that works, but it can do weird things. The login manager has settings, should be under the menu option Login Window. You can either configure it there to work as you intend, or you may need to get another one, or fix it somehow. That is how much I know about login managers - and I think Mint uses GDM, the gnome one.

If just want to use Xfce and stick with that, consider installing Mint Xfce cleanly.
