try in terminal> sudo apt install --reinstall mint-meta-cinnamon
I would reboot, or just log out and log back in
post results from terminal for> dpkg -l | grep cinnamon
Looks better but I don't know why you have those brown icons, try using Update Manager to install updates
Those look normal for cinnamonm
Check in themes
Check Welcome SCreen for options
just use the printscreen key
There might be another option in cinnamon though

just highlight in terminal right click and choose copy, then paste here
in terminal> sudo apt remove wine-stable
