If you restart Cinnamon is it fixed? Alt+F2 then type r in the little box and hit enter.

This is an issue caused by Nvidia's drivers. GNOME and KDE Plasma had fixed this by refreshing all the required data when leaving sleep, but I guess Cinnamon hasn't so far.

Your best bet is restarting cinnamon. Either Alt+F2 > "restart" or "r", or right click onto the panel > troubleshoot > restart cinnamon.

I remember this bug from years back, I guess it still isn't fixed in the driver.

it's just a run box, like Windows+R on Linux, with r or restart being an extra command

To my knowledge there isnt any other special commands included with cinnamon that can go in that run box
