Hey, so as it says in the sentence below, all matrix norms are equivalent thus you can say that
c||A||_a ≤ ||A||_b ≤ C||A||_a
Because we have Big O we can make it an upper bound.
The m most likely stands for the dimension of the matrix somehow??
