Is it possible to use the image method here and just mirror the dielectric? The overall goal is to find the surface charge density of the ground (treated as a conductor). If it works would the immage method help here?

Yes, you can, but there are some slight considerations due to the dielectric layer. The image method will help, BUT it requires modification due to the dielectric. I’m not sure if I’m right or wrong, but you should calculate the effective image charge and field based on the dielectrics properties.
