I've always undestood this as there exist one epsilon that forall epsilon something happens
But the proof is treating it as "forall delta there exists one epsilon such that..."
And I think I've just understood how stupid my question is
Of course if for one epsilon it works for all delta, then for all delta there's at least one epsilon
