#Help me understand this set.

I dont understand how this set is described, as it seems more like the set of all upper bounds of all chains of P rather than just an upper bound for all chains. I also fail to understand how <, may be defined, as all we really need is a less than or equal, to have a partial or total order. Which is only what i have defined so far, so do i need a strict less than or will a les than or equal work just aswell if i just redo the defintions a little?

My main gripe here is it says "an" upper bound, making me think its singular.
