l'Hôpital's Rule

I'm trying to learn l'Hopital's rule but I can't tell if I'm not understanding why I'm doing certain steps.

I understand how you get indeterminate form using f'(x)/g'(x)but I don't understand what the point was of the 2nd and 3rd part of the question and how it was done tbh I just viewed the example and divided the numerator and denominator by x^2

1st part is how you would cheese a limit

Is there a name or rule for why it was supposed to be divided by x^2 ?
