the side opposing θ is a dependent variable
construct a circle with this side as the diameter
at the left endpoint of this side, construct a circle with diameter 13.9
take the lower intersection point of these two circles.
this point, by construction, lies on the red circle, so you have the desired right-angled triangle with 13.9 as the length of one side
