the question says that they cant jump over each other so wont the answer be c3 ? cuz no matter which path a1 takes c3 can jjust always block a1's path to h8?
any player can choose any piece
the things from checkers (AKA draughts)
The issue is that because:

Any player can move any draught
-
Any player who gets a draught to h8 wins
If you go to c8 I can then move that piece on c8 to h8 and win the game.
Also using a rook to represent this is a bit misleading as you can only move horizontally to the right or up. Meaning you can't move it down or to the left

the players are nit assigned a particular square (a1 aor c3)
as their starting positions ?

There isn't any assigning. Both players can move either piece and if they get either piece to h8 they win.
So because petya moves first they can choose to move whatever piece they want
the closest winning state is if one piece in g7 and one in g6/f7 i believe
