There should be a new Matchmaking depending on by levels.
Here is my suggestion list:
Levels:
No Primal Instinct category
No Item slot
1-2
1 Item slot
3-5
2 Item slots
6-8
3 Item slots category
9-11
Primal Instinct category
12-13
4 Item slots category
15-17
5 Item slots category
18-19
Why this system?
Depending how I tought it works is simple.
Players which are example level 3 won't face any level 1-2 characters. Depending on which list you are, then that shows you which is your highest/lowest enemy.
Level 18 and 19 have their own Category for owning 5 slot items and being maxed out, which makes rounds more intensive!
There could be additional fixes to this idea, lol.
