Does the issue persist if you change the type of fence or gate?
And have you tried quitting the game and reloading?

It doesn't... I tested with baroque style fences gate, cabin arch gates and they worked fine.

I would make a bug report, and if using something else would work temporarily maybe try that? 😅 Sorry to not be of more help
