Wakuu 10 heart event bugged?

I received a mail from Wakuu for Observatory date but it seems the cut scene or event is not triggering. Is there a specific time or season or weather for it to trigger?

yep i did
i tried going in every hour until the closing time of observatory too

so the event not triggering is not a bug as youre married. though maybe a bug that u got the letter
