Oracle Chamber hours state 9am - 9pm on the map hover. I get there around 7:20pm in game time, Cho is not there, and the desk says 9am-5pm.

So you can go into her house between 9-9, her store is open 9-5 but she will wander the mer-city

Best bet is to use the map to find her
