I’m not entirely sure whether this is a bug or intentional (I’m reporting it as a bug for now), but it seems that the Starpath quest requirement values for Sexy Totem and Spark Spin were not reduced in the recent patch.
While other quests had their numbers adjusted, these two appear to have remained unchanged.

I’ve checked with the team, and for now this is the current intended design for Sexy Totem and Spark Spin. The quests to unlock Sexy Totem and Spark Spin haven’t been changed.
