There used to be a box on the characters page that told you the parameters to trigger heart events. Like time frame, weather and location.
Now it’s gone? Will that be returning or how do we access it now?

It's still there. It's probably a hangout event you're looking for, in which case you just ask them to hangout and choose the place.
