I’ve gotten pretty far in the game and I haven’t gotten the cut scene or anything of the digsite. Still totally blocked off.

Digsite unlocks when you complete the Catch Altar

it's not blocked off in your screenshot

Yeah, based on your screenshot you should be able to go down unless you have a bug/glitch and you can't access it through the steps in the middle.
