#Crit Damage weapon upgrade makes no sense

The Critical Damage weapon upgrade makes no sense. The Rare upgrade adds 10% to crit damage - but the best that could ever POSSIBLY be is an extra 10% damage, and that's ONLY if you have 100% crit. Meanwhile, the Rare Damage upgrade is 50%. This is completely insane.
