Getting tattoo on arm broke the goddess outfit

Somehow the goddess outfit broke after I saved the tattoos, I didn't notice that it had happened until I'd already played a few days as I spent them all in the ocean.
I've tried removing the tattoos as well as restart the game fully and the outfit is still broken in appearance.
I've tried other outfits as well as shirts and none of those seem to be affected for the arm.
