Controller key remapping not working in-game

Reproduction Steps

1. Open the settings menu and remap controller keys.

2. Set a custom combo key (LT + RT). The change is saved correctly in the settings page.

3. Enter the game: the LT + RT combo does not trigger the assigned action.

4. Remap the “Next Item in Backpack” action to the controller’s Right D-Pad button.

5. In-game, pressing the Right D-Pad moves the backpack selection left instead of right.

6. Remapping the action to the Left D-Pad also results in the selection moving left, making it impossible to move the backpack selection to the right.

I‘m using a PS5 controller. The custom setting of 'R2+X' for 'open quest screen' can't work at all. And clicking the right button for 'scroll next item in toolbar' just keep going left. Game play video is not available because I can't record controller input.
