#Does the town's central fountain ever get fully fixed?

WARNING: SPOILERS AHEAD

I've done pretty much everything in the game. Town is rank S, all attractions done, etc.
But this one things irks me. Is this a bug? Was this supposed to be fixed at some point and it just didn't in my save?
Or is it it intentionally like this? If so, why?

Are we supposed to be able to fix it?

what's the issue? there is a flickering animation in the fountain to imitate water.

The issue? As I said, that's it's not fixed. Pretty much everything else in the town has been mended along the way, but, here, there's still a leak, and the statue is still broken. Animations are unrelated.

Compare this to the second one just below it. That one's pristine IIRC.
