For now it seems no other place has the same problem. Polishing spear animation immediately tells me "can't hug right now" and the "please reposition" bubble also shows immediately when I try to hug him in weird places.

The long pause also happens in the same spot as the video when Semeru is looking directly forward. The game might be considering him in conversation with Agung even when he's not there.
