Do both players need to have the t4 house in order to have kids, or just 1? And how do you actually have them -- is it a random event like NPCs, or is there some way to prompt it?

only one of the house needs to be level 4! and you have to sleep in the same bed to prompt the hey you want to have baby question, this totally by chance tho.
after that you just have to wait!
