What affects fish quality?

I am trying to catch a silver quality salmon year 1 for the potluck which I have managed before in previous saves but am having difficulty doing so

Do fishing level or fishing rod tier affect the quality?
(Is there a table somewhere with the percentage rates?)

Cleaning the ocean. And if you want an easier item for the potluck then try salt

Salt shows as a liked item for hotpot at osmium quality on the wiki or is that incorrect?

I've had great success with the gourmet salt and I think it was okay with event gold or silver.
