Every bit of the info helps the devs out in fixing the issue! Please note that the use of mods or any type of file alteration and the devs can not assist you!

Repro Steps: from my most recent linked save file- wake up and go to town hall to initiate cutscene. Haven't tested with other major cutscenes besides the two mentioned below.
Repro Rate: can confirm that it did happen both during the town rank A award ceremony and the screenshotted incident above during the introduction of the attractions and introduction of town rank S as a goal, but NOT during a random friendship event with a villager.
Game Platform: PC/Windows
Game Version: v1.2-1240
Input Mode: keyboard/mouse
Mods: None

Could you let us know the in-game date when you received the Town Rank A award ceremony and when the Town Rank S cutscene played?

... I genuinely don't remember the exact date of the town rank A award ceremony, kept pausing and running off to do other things IRL. Pretty sure it was only a day or two before the current save (Fall 15 of year 2), so it was probably fall 13 or 14. hunting down that file now
