Reproduction Steps:

  1. ask NPC to hang out
  2. after picking the place and speak with the npc
  3. force pause the game by pressing "windows" on keyboard to start a start menu
  4. the hangout event cutscene still playing, but the game is on pause

Repro Rate : evertime force pausing the game on hangout event
