I am the quest, “to the surface”, and I reset my anchor location so that I can trigger the event. It immediately triggered the cutscene of the 3 mermaids about to take the potion. After all the cut scenes (I did not skip them), I was outside the inn but in my mermaid form. I can swim and move as a mermaid. I also have that little robot thing too. I fixed it by using the fast travel to a waypoint on land. Just wanted to let anyone know
I am on PC with the last est version of the game as well
