A few days ago I started the starlet expedition and I gave Cho like a couple of osmium crops but the next day when I logged back in it went back to 0 I thought maybe I forgot to give them to her so this time I gave her the 30 osmium kelp essence and 22 osmium crops. I just logged back in and it reset back to 0 but those things were gone from my chests and inventory so I basically wasted them. I am playing on PC with xbox controller v1.2-1239

I’m so sorry you ran into this—especially since this makes you lose all those materials.
The team is already working on a fix. From our investigation, the issue happens when a quest is partially submitted and then the game is exited or closed, which causes the progress to reset.
As a temporary workaround, kindly gather all the required items first and submit them all at once before closing the game.
