Can't Finish Ocean Cleaning - Can't Progress Underwater

No coral healing device dropped in one of my last sections of Empat Pulu
Cleared all the trash in this section, no drops. Restarted day, no change, continued day, slept and went back, no change. Cleared everything (rocks, respawn, what have you) Cannot get last heal device to drop so it won't activate so the entire section of Lima Pulu is inaccessible.
