#Should I report this as a bug?

The Wiki says that you have to be at Town Rank A to upgrade the Luma wand and get sprinklers etc.
I am only at Rank C in my solo game, but I do have the ocean completed up to this point and have been able to do these upgrades. Should I report this as a bug or is the Wiki wrong..?
