Reproduction Steps - If I use bomb to mine and reached full inventory leaving some items on the ground, I will decide to leave it on the ground and go back at it on the next day. Then, thats where I can't pick it up. It will be there permanently and I can't pick it up. It also happens when I dive, cut trees, or harvest. If I leave it there for next day it will get stuck.
Repro Rate - almost always when I left it on the ground and go back at it the next day.
